(2) Restore your iPhone, iPad, or iPod to factory settings – Apple Support

(3) Restore your iPhone, iPad, or iPod touch from a backup

Don't miss out step 2!

On the iPhone, other storage is a huge issue, a year ago I had this same problem, and I found out that clearing your browser history helps a lot. A few other things you can do are. 1: Hold down the power button until you see the slider for powering off, then holding the home button until it restarts. 2: Backing up the iPhone, and then resetting the phone entirely. 3: Deleting any old files or apps you don't use.
