Can’t download Apple news even with restrictions off

My new iPhone 12 mini won’t let me download Apple News as it says I have restrictions on, I don’t. I’ve gone into Screen Time and allowed everything, makes no difference

Probably you have changed the region, recently on your device.

Revert to the old region that you had on your device.
