Why does my iPad in settings general not say restrictions?

Restrictions have moved. For iOS12and later, Restrictions are now found within ScreenTime Settings:
Settings > Screen Time >
- Content & Privacy Restrictions
- Always Allowed
- Communication Limits
- App Limits
- Downtime
