I a university student and used a drum loop on garage band on my own project and wondered if there would be a copyrighted issue if I hand my project to a film festival?

The only problem is that you cannot share the loops as loops.
Note that there are some over-zealous big players who issue take-down orders on YouTube and the like when they use the loop and see that you used it too.

In other words, you can use the loop in a song and sell it, but you can't sell the loop by itself.
