Safari default PDF view
Is it possible to setup safari so that when it opens PDF it preselects Single Page instead of single page continuous?

No. Using the floating browser PDF panel, either save the PDF to your downloads folder, and then open in Preview where you have control over its display, or open directly in Preview from the browser displayed PDF.
