2 iCloud accounts on same device

That is simply not possible to do on any Apple device, mainly due to find my and activation lock. With a Mac, separate MacOS user accounts can use individual AppleIDs. But on an iPhone or iPad, only one single iCloud account and AppleID can be signed in at any one time.

You cannot at the same time. Mobile devices are really single user devices.
