If reading correctly, this is like my issue too. I have OS 11.2.1 but it will not recognize that there are updates available 11.2.2 and now 11.2.3. Looking for answers. I have a Mail signatures issue that I want to explore after knowing the OS is the latest version first.
I had to uppgrade esset to fit to OSBig Sur 11.2.3. It took time to find out. The upgradeprocess is too complicated. When I at last found what was wrong (several working dags) it took at least three hours to complete the process and at least one hour to reinstall esset.
I have this issue too. Tried all trix. Including reinstallation of system. No Big Sur 11.2.2.
Big Sur 11.2 is the latest version.
I have MacAir 2020. When update to Ben Sur from 11.1 to 11.2 it stops with 10 minutes to go. I have left it for at least 12 hours. Doesnt work
I'm curious if your Air is M1? Mine is and will not even recognize the udpdates to begin with.

I had to uninstall Esset, and finally I could upgrade.
The problem for me was the program ESET. Uninstalled it - then it funktioned. Reinsstalled it ok.
