I want to download the latest ios version on iphone 6 13.5

FYI - The latest iOS version is iOS 14.4. IOS 13.x is no longer available to download and install.

Furthermore, you have an iPhone 6 and the highest iOS version that you can install run on that model is iOS 12.5.1.

Your iPhone 6 cannot run anything beyond that iOS version due to its hardware limitations. You will need a newer iPhone to run iOS versions greater than 12.5.1
