IpadOs 14.4 upgrade breaks cellular data

It's done automatically without my help. But this is of point. In practice you can't refuse upgrades. If you do your device stops working. My Ipad2 is a good example of that.

Can we please get back to the issue here. Apple sends code to my Ipad that corrupts it and takes no responsibility for that. I'm not asking for much, just to be allowed to go back to the previous version that worked fine. So why am I denied that?
