Can a external cd/dvd player be used on a 4th generation IPad?

No. iOS/iPadOS does not support Optical Medical Media (CD, DVD, BluRay) or drives. Optical media must be ripped/transcoded and transferred, to iPad, using iTunes (PC or Mac).
