No. When in Family sharing only the Family Organizer's payment method can be used.
Other Family members can use Gift Card credit balance to pay for purchases so they aren't charged to the Family Organizer.
If this is not convenient, then Family Sharing may not work in your situation. Family Sharing is designed primarily for families with small children. So its functionality is tailored to that use more than any other option.
