Downgrading:

What is the model of your Mac? If it came with Catalina or after then no, you cannot downgrade to Mojave.

Restore from a Backup: 

Have you recently created a backup of your Mac prior to upgrading to Catalina? if so, restore from the backup. If not, then take this as a learning experience, knowing to always backup your Mac, prior making any major change to your device, such as an upgrade.

If No Backup Exists:

If you have no pre-Catalina backup of you Mac, then you would:

1. Backup: you Mac
2. Boot: into Recovery Mode [Hold Down command + R] upon boot
3. Erase: the hard rive
4. Install: Mojave with a USB Bootable Installer
5. Migrate: data from Time Machine Backup created in Step 1
