If i do not have my previous owner's apple id how can i disable the activation lock on my ipad?

If i do not have my previous owner s apple id how can i disable the activation lock on my ipad? I bought a ipad and i can't remember the previous owner ; and i dont know their Apple ID . So i am left with a unusable ipad.
