Guys, because my wife wanted to use my old mac (21,5 2TB Fusion) we formatted the harddisk to change and start new with a new installation. But now it looks like that even if the OLD OSX has been installed on ly the SSD is visible .. how can I get a full installation using SSD and HDD as one drive as is was in the beginning. Every hulp is highly appreciated. The site from apple mentioned by the system itself is not available anymore :(.

Are you booted into recovery when you get that? You do need to be booted from something other than you internal drive for anything like that to work.
If that's not it, we'll need to wait for someone else to pop in as my experience with fusion drives is limited.
so I tried all the steps from the file: (using MacOs Mjjave) but I have MacOs X El Capitan .. I clicked install Mac OS but now her does not find the HD to choose from ... or do I have to wait patiently?
