It seems like your card information has been compromised. My advice would be to alert your bank as soon as possible and follow your bank's instructions. It is highly unlikely that Apple is making purchases on your behalf without your consent.

Why I’m paying a $16.23 i have not order anything, also it was a charge for $99 dollars and cent,. Why are you guys charging at me with out my concent!!
