Disabling screen time on Macbook while keeping it on iPhone

I have tried everything I can think of and can not figure out a way to use Screen time on my daughers phone but disable it for her Macbook. She uses the Macbook for school and I constantly have to approve requests for school related stuff like Google Classroom and random websites she needs. Since there doesn't appear to be a way of whitelisting websites on screen time I would like to turn off screen time on her Macbook and while keeping it on her iPhone.

Any help would be greatly appreciated.

See Use Screen Time on your iPhone, iPad, or iPod touch

Use parental controls on your child's iPhone, iPad, and iPod touch

Ensure “Share Across Devices” is not turned on and that will enable settings on individual devices.
