Apple storage/backup

My phone is not allowing me to back up iPhone due to my storage being full, yet when I visit my storage to see what's taking the most space, its my backup. I am not allowed to backup my phone due to my backup taking all my storage? Not sure what to do

See - If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
