why does it say i have no storage and all my storage is getting used up by “other” or “system” when i have a family storage plan

The storage capacity on your iPhone is always separate from the storage capacity on iCloud. The "System" and "Other" categories that you mention are both on your iPhone. Also note that iCloud storage is NOT an extension of your iPhone Storage. You storage capacity on your iPhone will always remain the same as the day it was sold.

It appears, from your post, that your iPhone's storage is near full. Most of the data is occupied by the "System" and "Other" Categories. That data that you may be deleting, to create space, is getting trapped in the OTHER category and is still on your iPhone. Please follow the instructions in this guide published by Apple ➔ How to Clear OTHER Category on your iPhone.

One thing to note and that is that if your iPhone's capacity is 16GB or 32GB then you will have a tough time keeping free space in today's environment.
