How do you unpair a locked watch that doesn’t show up on the phones watch app?

Series one Apple Watch that is paired to an iPhone will not unpair. The device is locked and you can’t open it without unlocking the iPhone first. But it doesn’t show up in the iPhones watch app to unpair... I’m very confused.

Apple Watch Series 1, watchOS 6
