Is there a way to transfer the data from an iPhone 6 that won't turn on (has died and death verified by wireless provider) to a new phone?
iPhone 6
Cannot be done directly from a "dead" iPhone however you can use its backup file form iCloud or a computer if you have it created.
You can also Google search for third-party companies that my offer the service that you are looking for.

Those are 2 very different issues.
A non responsive device has no data to recover.
The death of an account holder means going through some steps.
