Photos replaced iPhoto years ago. Launch Photos with the option key held down. From the resulting dialog, choose your iPhoto Library. Photos will create a new library with your iPhoto media. Your iPhoto library will not be changed, though it will be renamed.

In the process of opening my iPhoto file I used the option button and find that my iPhotos are in a file on my Photos choices now.
I'm not sure what I did but the files can now be opened. No losses that I know of.
