Upgraded OS to Catalina, yet I can't download a version of Garageband that works with this version. Big Sur has only just been released! Is there any way of getting an older version of Garageband that is OS compatible? Bit of an own goal by Apple really.

At the Mac AppStore, in the sidebar, click your name in the lower left corner of the sidebar. This will show you your previous purchases. Look for GarageBand and click the downloads arrow if it is there.
And please let us know, if downloading this way will work.
If you had it at one time, you can check your purchases tab in the App store and see if it is there.

You need to send Apple feedback, requesting a non-Big Sur version of Garageband.
