How do you change the owner name on an iphone and/or on the apple account?

After changing the name on the phone, did you log out of iCloud, restart, and log back in?

You can change the owners name on the account by logging into the account and selecting Edit in the first section.
Then sign out on the phone, restart, and sign back in.
was able to change the name on the phone itself but not the name listed for that phone in my Apple account. Not sure where to find the Edit to select.
