Locked how?

• SIM locked to a carrier: Contact the carrier it is locked to and ask about their unlocking policy—>How to unlock your iPhone for use with a different carrier - Apple Support
• SIM PIN lock—>Contact your carrier for the SIM PUK code
• Apple ID locked—>If your Apple ID is locked or disabled - Apple Support
• Device Activation Locked—>Turn off Activation Lock - Apple Support

You forgot what? Your Apple ID? Then you need to try and recover it. See this, If you forgot your Apple ID - Apple Support

You sure it isn't Activation locked? Is it asking for a different Apple ID? Did you purchase this device used? If you purchased this used and it is asking for the previous owner's Apple ID, you will need to contact them to remove it. If you cannot or they will not, then the device is useless to you. You will not be able to activate it.
