during new installation Catalina MacMini does not recognise wireless keyboard

Hi, I am close to desperate by solving the apple hen and egg conundrum: during new installation of Catalina on MacMini it does not recognise wireless keyboard. And because it is not recognised and no application bars are visible, I cannot activate the bluetooth function. Switching on with discovery mode does not help either. no letter input possible. USB mouse also can not access bluetooth or any other function associated with the app bars. Any way out without a "tailed keyboard"?
