Does this iPhone appear to have been damaged by water? Especially around the camera area. Thanks!

That's a hardware fail, I'm sorry to say. It's impossible to tell from a photo if the phone was water damaged. Do you know if the phone was submerged in water? Regardless, take the phone to your Apple Store Genius bar for evaluation and options. If there is water damage, it's not covered by warranty and the entire phone will need to be replaced.
