You have the 5GB storage plan on iCloud (FREE). Your iPhone has backed up 2.6GB of data on iCloud. What your iPhone is telling you is that the total of 1.4GB (balance) is not enough to backup all the pertaining data, on your iPhone, to iCloud. If you want to have backups created on iCloud then you will need to purchase more space on iCloud.
