My iPhone I am upgrading I thought has twice as much storage as the one I have now but it says not enough storage.What should I do?

Are you using the Quick Start method to transfer the data from your old iPhone to your new iPhone? If that method is failing due to what you have mentioned in your post then I recommend you use the backup and restore method as shown below-

Backup your old iPhone on your computer like this ➔ How to back up your iPhone, iPad, and iPod touch - Apple Support and then Restore your new iPhone from that backup like this ➔ Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
