Stuck in "too many passcode attempts" in apple watch 4 series

I have a unpaired apple watch 4 series which stuck in to "too many passcode attempts" even after resetting (more than 10times). I tested too many ways but still i have a problem, what should i do ??

i started before, but still stuck there. i tested too many ways but they don't work for me
