How come I cannot upgrade my iPod touch from 9.3.5 software to 14

my iPod touch software is updated to iOS 9.3.5. Why can I not update the software to 13 or 14?

Because its hardware is too old. No iPod touch is capable of running both 9.3.5 and 13 or above.
