Why is my iCloud photo storage is higher than my iPhone storage

My iPhone photo storage is 1.48GB. (roughly 6,000 photos) Why is my iCloud photo storage over 32GB? My phone is also set to Optimize storage. Please help!

Are they photos from before you got your current iPhone? See all pictures and what year they start at at icloud.com/photos

ohhhhh geez. Smh. I didn't even realize that. My photos go back to 2014. Now i feel stupid. Haha. I guess i'll have to up my icloud storage plan!
