Help. I have a problem with my iphone 7. I have tried to do an update, without luck. I have tried to restore, without luck. What do I do? I keep getting error 4013 when it tries to access my phone through the computer.

I am also getting error 4013 when trying to update IOS version to my mobile via the computer. I have also tried a hard boot on my phone and nothing changes. The apple icon appears and then disappears. The phone screen then goes dark blue but it is clear the phone is on but not functional. Any other suggestions?
I went to a mobile repair shop today. They changed the screen but no change. They replaced the battery but no change.
I an at a loss as to how to fix my phone or whom could fix it. Where do I start to find the right person to fix it?
The right person was Apple or an Apple authorized service provider, who would have diagnosed the problem before just trying stuff. Now it’s too late, as Apple will not repair a phone that had repairs attempted on it by an unauthorized technician.
That sounds like a hardware problem.
