I can’t open the Apple Watch app on my phone therefor I can’t pair my Apple Watch

My Apple Watch app won’t open on my Phone. I can’t get my Apple Watch to pair with my phone because of that

iPhone XR, iOS 14

I have the same problem. Restarted both the phone (XS) and watch (SE) multiple times. Wasn't able to unpair so I reset the watch which in hindsight was dumb. The watch app on the phone still won't start so my watch is essentially useless and can't be paired right now. Considering reseting the phone and restoring an iCloud back up on there but don't know if that's a good idea.
