Can you recover keychain without backup?

I restored my phone but forgot to back up. Is there a way to recover my keychain passwords?

If you were syncing the keychain with iCloud, have you signed into Settings/Your Name/iCloud using the same Apple ID, and turned Keychain syncing on?
