Cancel iCloud
I am currently paying an iCloud charge of $1.49 per month, I would like to cancel my iCloud, thank you.

You appear to want to downgrade your iCloud subscription.
If you go to Settings -> [your name] Apple ID, iCloud, Media & Purchases -> iCloud -> Manage Storage -> Change Storage Plan -> Downgrade Options; you can downgrade your iCloud Storage plan to the Free 5GB plan, for instance.
