The current version of my iPad is iOS 10.3.3. When I tried to update it through Software update under Setting it says that my software is up to date. How can I update to the newest one?

Older iPads cannot run the latest version of iOS or iPad OS, and we do not know what sub-model you have. If your are seeing the "up to date" message, that implies you have a iPad 4 (discontinues Oct 2012).
