I have two kids with time screen. This feature works for apps limit but the downtime only works for one of them not both. I have restarted the iphone remove all screentime setting and set it up again and still doesn't work.

Try logging out of iCloud on your kids' devices and then log back in. This solution worked for a lot of people in the past.
