sometimes i have to set up or change email accounts in mac mail. i have a phone laptop and desktop. i if i have ten accounts this was always a bit of a nightmare because it was like 3 x 10 x 20 entries.
now i find myself confused as to whether these accounts are being synced through iCloud.
are they? are only passwords? or what is going on please.

Only iCloud would be a simple off/on for any Apple device.
3rd party accounts can't use iCloud to sync settings. If you backed up and restored using iTunes/iCloud, those accounts should set themselves up.
