If it’s really “off” .., then no.
If it’s lost ... most folks will turn it “on” when they find it.
Then you’ll be able to locate it.

No. You will not be able to locate a lost iPhone when it is either out of battery charge or turned OFF. The iPhone needs to make a connection to the internet to be able to broadcast its location. It will not be able to do that while it is OFF.
If you have the iPhone set up in the Find My app then you may be able to see its last known location before either battery was exhausted or the power was turned OFF.
