I lost all of my photos that I thought saved in the cloud. Can I recover these even though they were deleted over 30 days ago?

I ran out of storage on my phone because I had too many photos. I went and made sure all of them were saved in my iCloud. I then disabled the setting where photos transfer to iCloud automatically on my phone & deleted all the photos off my phone to free up space. Now all of my photos are gone in the cloud. Does anyone know if I can get them back?
