Can’t add phone number to iPad.

We have an iPad that has cellular service but no cell number attached so we aren’t able to send text messages to android devices. I’ve tried adding the phone number but I need a verification code but it won’t send the verification code. Any help?

A cellular iPad is cellular for data only. Your iPad does NOT have a cellular radio, thus by itself, it cannot send SMS MMS text messages. You use Continuity Services from your iPhone to be able to send and receive text messages to non-iPhone/iPad users.
