How can I delete photos from my iCloud

1 - by deleting them from your library on a device that has its photo library connected to your iCloud photo library (make sure you delete them from the 'recently deleted' folder as well

2 - by logging into your iCloud via iCloud.com, selecting photos and then selecting all the photos you wish to delete and clicking the trash can icon on the top right.
