Can you add photos to the ICLOUD from your iphone and NOT have the ICLOUD repopulate your iphone or ipad with the pictures.

Is there a way to add photos to the ICLOUD from your iphone and NOT have the ICLOUD repopulate your iphone or ipad with the pictures. I need to use ICLOUD to be the repository for my picture, and NOT repopulate photos that are deleted from the Iphone.

Short answer, NO. iCloud Photo Library is all your photos in all the places. You can't take them on one device and not have them show up on another unless that device does not have iCloud photo library enabled. You can however go back to the original method of photo storage by turning off iCloud Photo Library, but that consumes a GREAT DEAL MORE storage locally on your device as ALL of your photos are locally stored and its up to you to manage them and either sync them to your computer for safe keeping OR they are backed up to iCloud normally, taking up a similar storage amount they already do in iCloud Photo Library.
