How to fix a problem when mac doesn't allow me to create a new icloud account?

For some reason my mac doesn't allow me to create a new icloud account when I enter my new phone number. Is there any way to fix it?

MacBook Pro 13″, macOS 10.15

I was able to create a new icloud account only via Apple ID account page (http://appleid.apple.com/). For sure there was some problem when I tried to create it an a Mac.

How to delete my former comment where I posted my own phone numbers? I want to hide them. Can some moderator do it for me, please?

We see that you're getting an error when trying to create a new Apple ID that it cannot be created at this time. Being able to finish the setup and use your new account is essential.

We'll want to start with making sure the email address is spelled correctly and your phone number is correct. If that information is correct we will need you to reach out to us using the link below:

I have tried to use my several former phone numbers and phone numbers of my parents. iCloud accepts none of them. Maybe there is some issue with phone numbers from Ukraine. How to create a new iCloud account without a phone number?
