You can set it permanently by changing the File Download Location in the General section of Safari's preferences. However, the external drive will need to be attached whenever you are downloading.

Yes, just use the save file as option (secondary/control-click on the link), and select the external drive as the location.
Ok thanks - will now buy portable hd.
I personally would get a SSD rather than a rotating HD.
