brand new Mac I get app update for 4 apps when I click on update all I get a popup box saying cannot updated app says numbers cannot be updated it was refunded or purchased with different Apple ID so if these are on the computer why can't I updated them there are 4 listed below

Close the App Store, move those 4 apps to the Trash bin, relaunch the App Store and see if you can download those 4 apps anew. When the 4 new apps are download empty the Trash bin.
