Are you certain about the model Apple TV? If it is a 4" black box, then it is at least 2nd generation.

There are two types of AirPlay. Basic AirPlay as provided by each app, or Screen Mirroring.

Some apps will “forward” the video stream to the Apple TV (basic AirPlay), not screen mirroring but just send the video as-is.

Other apps do not have this auto-switching, and when they stream, they must mirror the iPad screen as-is, 4:3 onto 16:9.

Some content may be 4:3 as source material (e.g. TV shows from before circa 1990). That again will project 4:3 onto 16:9, causing side bars.

If neither applies to your AirPlay streaming, then verify with a different TV.
