I had the same issue and followed the steps on https://www.technobezz.com/fix-common-connection-wifi-issue-self-assigned-ip-macbook/ . It did not work for Catalina. I then moved com.apple.network.eapolclient.configuration.plist to the Trash, rebooted, and the problem was fixed.
