You can’t. If you have so little space that WhatsApp cannot stage its backup you are likely to have other problems. Are you sure it is saying that you don’t have enough space on your phone, not that you don’t have enough space in iCloud?

To check iCloud space: Settings/[your name]/iCloud - Manage Storage
unfortunetly i am sure, On whatsapp i go to "Chat" than to "Chat backup" than to "Backup now" message i get is "not enough iphone storage" ....free 21.71 GBof storage space on your iphone to backup your chat"
You have a lot of WhatsApp chat. How much storage do you have:

my iphone is 64 gb
What are the largest users of storage in that setting?
for some reason I cant bring up the diagram with the usage details but from memory photos is about 3.5 gb whatsapp about 21gb others about 20 gb and apps about 17gb

Good luck! While Apple is a little sheepish about it, corrupted “Other” may be a bug introduced with iOS 13.5 or 13.6. 13.6.1 was released specifically to fix it.
