Weird Bluetooth problem (Security flaw)?

My iPhone 11 Pro automatically pairs with my switched off bluetooth Bose headset. This problem started after one of the recent iOS upgrade. Previously by turning headset off I could delink my iPhone's BT pairing. However, now I have to switch off my iPhone's BT to delink headset but this disconnects my Apple Watch as well. It is annoying and has anyone else observed this issue?

This also drains the battery out of my Bose headset. I haven't had a software update for Bose headset and it was not a problem with initial versions of iOS v13.

Sounds like a problem with the headset not turning off. If the iPhone connects to it the headset must be powered on. Your phone cannot connect to anything that is turned off.
